About the Lawyer

Mr. Mohamed El Mamy Moulay Ely is a lawyer admitted to practice before all courts of the Islamic Republic of Mauritania, including the Supreme Court. He brings more than two decades of professional experience spanning the banking sector, legal practice, and participation in key national institutions.  

Mr. Mohamed El Mamy Moulay Ely began his professional career as an executive at Al Wafa Mauritanian Islamic Bank, where he worked from 2001 to 2009. This experience in the banking sector provided him with a strong understanding of financial and economic matters, which he now integrates into his legal practice since joining the legal profession in 2009.  

Throughout his career, he has held several significant professional and institutional positions. He served as a Member of the Council of the Mauritanian Bar Association from 2017 to 2023 and was also a Member of the National Committee for Transparency in Extractive Industries between 2018 and 2022. He currently serves as a Member of the Personal Data Protection Authority, contributing to the development and strengthening of the legal framework governing data protection.   Committed to professional excellence, Mr. Mohamed El Mamy Moulay Ely has participated in numerous specialized training programs in both the legal and banking fields. His advocacy skills have also been recognized through several distinctions in pleading competitions, including the award for Best Pleading at the national level and the fourth prize in the International Moot Court Competition organized by the International Institute for Human Rights and Peace.  

In addition to his legal practice, he maintains a strong interest in legal research and scholarship. He is the author of a book on the attribution of legal drafting to lawyers in comparative law, and has contributed to the field through several legal studies, articles, and specialized lectures.
